"How/if": depends on plane, a lot. Some aren't even in sync with other planes with their rate of time flow.
Grab/invent some (possibly arbitrary) event that'd be worthwhile enough to be a marker in time. Pretty much a no-no to time notations which'd be tied to any particular prime world.
Just rechecked, it looks like Mr. Otyugh did update time flow as of January. Sigil time didn't move from what I remember it being originally, however, and I also remember seeing 1370DR before. . . either way, the question still stands. Sigil doesn't have a persistent clock, nor one that tells the year, and I really want one. Presumably our characters care about how much time they've percieved "passing" even if the locals don't.

Well, Sigil (the server)'s year hasn't progressed for . . a while, it looks like (129Ha since 2011!). Sigil time-telling (lore wise) bugs me a little bit since we're not based in Sigil, nor will we visit it a lot, AND if we advance we will probably end up in major contradiction to some lore event sooner than we might like. I'm all for rewriting history, but I presume we don't want it to happen automatically.
So, unless there are objections, I'm leaning more in the direction of inventing our own "Astral/Mazran Time".
If you joined in 2012 it should've moved because I do remember it doing so and that page being used as a clock a lot. I am willing to hear the idea of custom time but until we have it, lets stick with Sigil's year.
